Higher education and specially research in various fields plays very important role in generating new knowledge. But it is observed that the rate of enrolment at the postgraduate level or research is very low in developing countries like India as compared to many other developed countries. While in developed countries more than 54% of people go for higher studies, in India the rate is meager 10%. As poverty and paucity of funds pose as a hindrance in the spread of higher education, various governmental and non-governmental organizations have started providing Scholarships in India and abroad.Moreover various foreign Universities and International agencies also provide scholarships to Indian students so that they can carry out their Higher Studies in a reputed institution of their choice. On the other hand, there are some Institutes in India that provide fellowships to foreign Scholars.
While most of the fellowships are meant to benefit individual students, some scholarships in India and abroad are also provided primarily to promote interaction among students from various cultures.
The procedure for applying for different scholarships in India and abroad are different. The fellowships amount also differs according to the grade of study and organization or the trust that offers it. It is important for the students to go through the details of the scholarships in India and abroad before accepting them as many of them may come with some strings attached. One should accept the fellowships available in India and abroad only when the terms and conditions, if any, are acceptable.

 NATIONAL SCHOLARSHIPS FOR TALENTED CHILDREN FROM RURAL AREAS FOR SECONDARY STAGE STUDY

Eligibility

This scheme has been in operation since 1971-72. The objective of the scheme is to provide opportunities to school students from rural areas to pursue secondary stage education. The number of scholarships allocated is communicated to the State Govts./UT Administration every year.

A student studying in a school in a community development block in class VI to VIII is eligible to compete for the scholarship. Category-wise distribution of 43,000 scholarships is as under:-
1 General Category 4 Scholarships per Community Development Block (4x 5000) 20,000
2 Children of Landless Labourers 2 scholarships per Community Development Block (2x 5000) 10,000
3. Scheduled Castes Children 2 Scholarships per Community Development Block (2x 5000) and 1 additional scholarship per CDB having 20% or more SC population(1x 1500) 11,500
4 Scheduled Tribes Children 3 Scholarships per Tribal Community Development Block (3x 500) 1,500

Selection

Eligible students are required to appear in a two stage examination: First Stage: Examination is conducted by the State Govts/UT Administration. The number of selected students is generally ten times the number of scholarship to be offered.

Second-stage-The final examination is conducted at the National level by NCERT. The local unit set up in the State Institutes of Education in consultation with the national level unit in the NCERT, prepare the test papers and organise the examination throughout the States/UTs. The test consists of two papers of 1 1/2 hours each for testing the innate abilities of students. It is common to the entire State/UT. The final selection is made with the Community Development Block as the Unit and top students in each block are awarded scholarships.

Rate of Scholarships

Rs. 30 to 100 per month. The scholarship is paid to the scholar through institution. Scholarship commences from the month in which the admission is obtained in a School and is paid up to the month in which last examination of the secondary stage education is held. In the case of renewal in the succeeding year, scholarship is paid from the month following that for which the scholarship was paid during the previous academic year. The scholarship is renewed subject to good academic progress.

Suspension of Scholarship

If the scholar does not make satisfactory progress, the scholarship is suspended.

The Scheme for award of National Scholarships on merit was introduced in 1961-62 for Post-Matric Studies so that no brilliant student is prevented on ground of poverty from pursuing an academic career. The scholarships are allotted among the various States and Union Territory on the basis of population. The Registrars of Universities/Secretaries of Education Boards furnish data in regard to the number of students appeared and passed in various examinations in prescribed proforma by the end of September each year.

Eligibility

Indian nationals who have secured 60% aggregate marks in the qualifying examination and passed in the same year of award of scholarship are eligible for award. Persons in full time employment or in receipt of any other scholarship/stipend or studying on part-time basis/privately are not eligible.

Scholarships for Post-Graduate studies are sanctioned without consideration of the income of the parents of the candidates. In case of under-graduate/diploma courses the scholarship is offered to those candidates whose parents income is not more than 25,000 per annum. Tenability: A Scholarship under the scheme is tenable from the year it is made. The Scholarship is tenable for the next course of study and not for any equivalent course. In the case of engineering/medicine studies, the scholarship is tenable for the first degree. Award is not given/renewed for Ph.D./Research studies.

Selection Procedure

Eligible scholars are selected strictly in order of merit by the examining bodies after the result of the examinations are announced by the Board/University i.e. the qualifying examination, starting from the top of the merit list of each examination for which the quota of scholarship has been allocated. The Board/Universities send copies of the list of provisionally selected candidates to the State Governments/Union Territories within 10 weeks from the date of declaration of the result. The Selected scholar present the Entitlement Card, the completed ` Statement of Particulars' and Income Affidavit Forms duly filled in to the Head of the Institution joined by him. The Director of Collegiate Education/Higher Education/Public Instruction/Education of the State/Union Territory Administration, as the case may be, who are administering the awards in question and who make the final selection on receipt of the Joining Report along with the completed Statement of Particulars and income Affidavit etc., arrange to pay the scholarship money after scrutinising the documents. The scholarship is renewable from year to year within the same stage of education depending on promotion to the next class with 50% aggregate marks.

The main object of the scheme is to encourage study of Hindi in non-Hindi speaking States and to make available to the Governments of these States, suitable personnel for teaching and other posts where knowledge of Hindi is essential.

Scope

The scheme of Scholarship to Students from non-Hindi Speaking States for post matric Studies in Hindi was introduced in 1984-85 on all India basis. The State Governments announce the scheme and invite applications by issuing a press notification.

The scholarships under the scheme are awarded for the following recognised full time courses with Hindi as one of the subjects on the basis of results of examination next below conducted by the Board of Education or University or recognised Voluntary Hindi Organisation.

(a) Pre-University/Intermediate and equivalent Examinations: On the basis of Matriculation; SSLC or an equivalent Examinations.

(b) First Degree (Pass and Honours) Courses: On the basis of PUC Examination, Higher Secondary Examination, Indian School Certificate Examination and Intermediate or an equivalent Examination.

(c) M.A. (Hindi): On the basis of B.A. B.Sc/B.Com (pass or Honours) or an equivalent Examinations.

(d) Pre-Ph.D/M.Litt. (Hindi): On the basis of M.A. (Hindi) Examination or an equivalent Examination.

(e) Ph.D. (Hindi): On the basis of the qualification leading to the admission to the Ph.D. Degree.

(f) Full time courses in Hindi for which examinations are conducted by Hindi Voluntary Organisations engaged in the propagation of Hindi or by Universities provided these examinations are recognised as equivalent to Intermediate or above.

Eligibility

The candidates whose mother tongue is not Hindi and who belong to any of the following States/Union Territories are eligible for scholarship: Andhra Pradesh, Assam, Gujarat, Jammu & Kashmir, Karnataka, Kerala, Maharashtra, Manipur, Meghalaya, Nagaland, Orissa, Punjab, Sikkim, Tamilnadu, Tripura, West Bengal, Andaman and Nicobar Islands, Arunachal Pradesh, Chandigarh, Dadar Nagar Haveli, Goa, Daman & Diu, Lakshdweep, Mizoram and Pondicherry.

The award is given on the basis of results of examinations next below conducted by the Board of Education/University/Voluntary Hindi Organisation and passed in the first attempt.

Following categories of candidates are not eligible for the award:

(a) Candidates who belong to non-Hindi Speaking State but have been residing for any purpose for more than 5 years.

(b) Candidates in employment (full or part time) unless they are sponsored by the State Government/UT Administration;

(c) Candidates who wish to pursue their studies through correspondence/privately;

(d) Candidates who are preparing for two courses simultaneously unless Hindi is one of the subjects of study in both these courses. A candidate in receipt of this scholarship (which is treated as an incentive to learn Hindi) is not barred from receiving any other scholarship. Scholars studying for Ph.D. course can be permitted to accept remuneration for teaching; if it is a part of study/research.

Selection

Selection is made by the non-Hindi Speaking State Govts/UT Administration on the basis of merit determined by the percentage of aggregate marks obtained in the qualifying examination. Candidates who are in employment and are sponsored by the State Govts are given preference.

Duration and Renewal of Awards

An award once made is tenable for the Course for which it is given subject to good conduct and regularity in attendance. The scholarship is renewed from year to year provided the scholar passes in Hindi, secures promotion to the next higher class and Hindi continues to be part of the course of study in the next higher class. The period of scholarship for Ph.D. is 2/3 years. If a scholar fails to pass the examination or fails in Hindi, the award is cancelled. The award once cancelled will not be restored. The scholarship is renewed on the basis of Annual Progress Report.

Application forms are supplied by non-Hindi Speaking State Governments. Completed applications with attested copies of testimonials, etc should be submitted to the notified authority of non-Hindi speaking state by the prescribed date. Voluntary Hindi Organisations are required to send applications to the State Govts/UT admn. concerned. Institutions conducting courses of Voluntary Hindi Organisation should submit applications through parent body.

TYPES OF SCHOLARSHIPS

COURSES OF STUDY

  • Courses at Oxford, Cambridge, London School of Economics, Imperial College of Science & Technology in any available subject.

  • Graduate courses at American and European Institutions in subjects including Architecture, Business Administration, Communications (Film, Television, Journalism), Special Education and law,

  • Courses in Fine Arts, Applied Arts and Conservation, Design and Fashion Design, Theatre and Dance, Music and Composition.

Candidates should have obtained admission to the University or Institute of their choice prior to submitting the Inlaks application form. The Committee will consider only those candidates for interview, who have obtained admission.

SPECIFIC PROJECTS PROPOSED BY THE CANDIDATE

Research, training or professional improvement to be carried out abroad either independently, or at a leading institution. Candidates are expected to provide full details of proposed programmes, costs, evidence of agreement with, and admission to, such institutions. Preference will be given to projects relevant to the Indian situation.

SELECTION CRITERIA

The selection is made by an independent Selection Committee on the basis of written applications followed by personal interviews. The criteria are:

  1. Potential and self motivation.

    The candidates must show enterprise and the capacity to make an impact on one's environment, the drive to transform ideas into reality and the ability to take full advantage of all aspects of their experience abroad.

  2. Achievement and evidence of initiative.

    Candidates must provide evidence of their abilities in addition to Academic achievements. They must show that they have already played a prominent role in some field such as the Arts, Communication, Debating, Journalism, Social Work, Sports, Technology or the Theatre (These fields need not necessarily be related to the proposed course). Age and opportunities available will be taken into consideration. Scholarships will not be awarded to candidates whose proposed course of study or specific project require field trips to India during their tenure.

  3. Suitability of proposed course.

    The candidates will be assessed on the value of their proposal not only to their own career but on the contribution they will be able to make subsequently to their country and to the environment.

Scholarships are open to all Indian citizens of either sex who hold a good degree from a recognised university and are resident in India at the time of application. They must be below 30 years of age on the first of July in the year of application. Prior admission to an institution is absolutely necessary, the institutions concerned must of top rank only.

Preference will be given to candidates who have not yet studied abroad. Applications for MBA and Engineering should have atleast two years working experience. The award of other grants, teaching assistantships and support from other sources for the proposed programme will be regarded by the foundation as a positive factor. The foundation also encourages applications from young people who are currently employed. Candidates are advised to consult the relevant university prospectus before applying for a particular course. They are also advised not to submit their application unless all requirements have been fulfilled.

They must be completed and returned by April 20, 2003 and must include:

  1. Evidence of admission to a university or a course. Candidates in Architecture, Fine arts, Applied Arts and related subjects must submit twelve colour transparencies, of recent creative work, in a plastic folder giving the size of the original, the material used and the date completed. This material will not be returned.

  2. Candidates for Film, Dance and Acting must submit video cassette VHS, which will be returned.

  3. Candidates for music should submit a tape.

  4. Two self - addressed stamped, (Rs. 6.00) envelopes (4" * 9")

The final interviews take place in May/June 2001, for candidates taking up places in 2001. All applicants must be available for interviews in India. Candidates who do not receive any communication by June 1, 2001 must assume that their application has been unsuccessful.

TENURE OF SCHOLARSHIPS

The scholarships cover return travel, tuition fees and adequate living expenses for the period granted. Tenure of other scholarships, teaching assistantships and part time jobs are permitted. The scholarships are not awarded to anyone who has already started a course of study or a project abroad.

Rules for the Award of Debesh-Kamal Scholarships for Higher Education/Research Abroad

  1. Debesh-Kamal Scholarships will be awarded by the Ramakrishna Mission Institute of Culture, Calcutta, to deserving candidates for the purpose of higher education/research abroad. The scholarships will be open to Indian nationals irrespective of caste, creed, or religious faith.
     

  2. Applications

    • Applications  for the  scholarships,  as  well as any  subsequent correspondence, are to be addressed to the Secretary, Ramamkrishna Mission Institute of Culture,  Gol Park, Calcutta  700 029, and  the envelopes should carry the inscription 'Debesh-Kamal Scholarship"

    • Candidates will have to submit, along with their completed application form, a Postal Order/Bank Draft for Rs.50/- in favour of the Secretary, Ramakrishna Mission Institute of Culture, as the application fee which is not refundable.

    • Last date for receiving the Application form, complete in sll respect, at the Ramakrishna Mission Institute of Culture, Gol Park, Calcutta 700 029, is 21 April 2003.

     

  3. Qualification and Age

    • The candidates must have a uniformly good academic record with first class marks at the Honours or Post graduate level, relaxable by the selection committee.

    • They should not ordinarily be more than 30 years of age. Expections may be made for short-term post graduate or post doctoral researchers.

     

  4. Area of Study
    The preferred subjects of study/research are the humanities and the basic sciences, but candidates in other disciplines, such as social sciences and applied science and technology, will be considered.
     

  5. Other Conditions

    • The candidates will have to submit evidence of their having been admitted to a course of study/research at a major university or comparable academic instituion abroad.

    • Research students/scholars will have to submit along with their applications an outline of their project as may have been approved by the university/institution concerned.

     

  6. Mode of Application

    • Application form can be obtained by applying with a self-addressed stamped envelope to The Secretary, Ramakrishna Mission Institute of Culture, Gol Park , Calcutt-700 029.

    • All candidates must submit application in the prescribed form , with a passport size photograph, along with relevant papers as well as attested photocopies of certificates, marksheets etc.

    • Candidates short-listed from an evaluation of their applications will have to appear before a Selection Committee at the Ramakrishna Mission Institute of culture, Calcutta. They will have to bear their own travelling expenses. But the candidates who will appear for interview from distance beyond 100 km may be paid II Class Railway fare. The decision of the Selection Committee about the eligibility of a candidate and his/her selection shall be final.

     

  7. Value and Tenure of the Scholarship

    • The value of a scholarship will be around Rs. 1.00 lakh for one year only. Since this amount will not be adequate for studies abroad, candidates will have to produce acceptable evidence of other resources or committed financial support.

    • Debesh-Kamal Scholarship will be tenable for one year only.
